MDR, output GST और GST on payment-processing service तीन अलग accounting और tax concepts हैं।
Ministry of Finance/Department of Financial Services Merchant payments up to ₹2,000 भी MDR-free हैं, जबकि specified P2M transactions above ₹2,000 पर 0.40% MDR लागू होगा।
Broad structure:
| Transaction Type | MDR Treatment |
|---|---|
| Person-to-Person UPI | Nil |
| Standard P2M up to ₹2,000 | Nil |
| Standard covered P2M above ₹2,000 | 0.40% |
| Standard P2M ₹75,000+ | Maximum ₹300 |
| Eligible small merchants under zero-MDR framework | Nil |
| Certain specified essential sectors | ₹5 flat |
| Certain capital-market transactions | 0.02%, capped at ₹300 |
The Government has also clarified that MDR Government tax नहीं है।
Invoice amount: ₹11,800
Invoice ₹11,800 + UPI MDR ₹47.20 = Customer pays ₹11,847.20
Rent, salary, logistics, payment fees और other operating costs की तरह MDR भी overall pricing decision को influence कर सकता है।
Taxable value: ₹10,000
GST @18%: ₹1,800
Actual UPI payment: ₹11,800
यदि applicable MDR base actual merchant transaction value/amount paid है, तो mathematical result होगा:
₹11,800 × 0.40% = ₹47.20
₹10,000 × 0.40% = ₹40
Difference:
₹7.20
और:
₹1,800 × 0.40% = ₹7.20
Where ₹11,800 is the covered UPI transaction value, the transaction-value approach indicates MDR of ₹47.20. A specific Government illustration separately carving out the GST component has not been identified as of 21 September 2026.
Strict tax terminology
पहली supply:
Merchant → Customer
Taxable service: ₹10,000
GST: ₹1,800
दूसरी supply:
Payment-service provider → Merchant
Consideration: MDR/payment-processing charge
Output GST ≠ GST on MDR
यदि GST-inclusive payment amount पर percentage-based MDR calculate होता है, तो invoice का GST component भी transaction amount बढ़ाता है।
GST component से attributable additional MDR = ₹7.20
Total MDR = ₹47.20
Tax-inclusive transaction value percentage-based payment-processing cost
CBIC की service-rate schedule में residual financial and related services under Heading 9971 broadly 18% GST attract करती हैं.
इसके अलावा 17 September 2026 को NDTV Profit ने CBIC official के हवाले से report किया कि select UPI MDR पर 18% GST MDR component पर लगेगा और eligible merchants GST paid on MDR का ITC claim कर सकेंगे.
इसलिए ₹47.20 MDR पर:
GST = ₹47.20 × 18% = ₹8.496
Rounded:
₹8.50
Total payment-processing deduction:
₹47.20 + ₹8.50 = ₹55.70
Principle Level
- existing GST rate structure;
- April 2025 Government clarification;
- September 2026 reported CBIC official clarification.
Operational Level
- actual GST supplier कौन होगा;
- acquiring bank या payment aggregator invoice कौन issue करेगा;
- GSTIN mapping कैसे होगी;
- consolidated billing कैसे होगी;
- place of supply कैसे reflect होगा.
CGST Act Section 16 का basic principle है कि registered person business के course or furtherance में used inward goods/services पर prescribed conditions के subject में ITC ले सकता है.
Practical checklist:
- Merchant GST registered है?
- Service business purpose
- Valid invoice/document available
- Section 17 restrictions applicable
- Composition scheme applicable
Ideal compliance flow:
Provider Invoice → Correct GSTIN → Supplier Reporting → GSTR-2B → Eligibility Review → GSTR-3B
₹1,000
GST:
₹180
Books में ₹180 को eligible Input GST Receivable के रूप में account किया जा सकता है, subject to actual invoice.
CBIC banking-sector FAQ Rule 54 framework के context में banks/financial institutions को qualifying document or consolidated monthly statement/invoice/advice issue करने की अनुमति explain करती है, जिसमें charges और GST details शामिल हो सकती हैं.
- settlement SMS;
- bank credit;
- UPI app notification
11,800 Example
Assume ₹11,800 covered UPI transaction value है:
| Particular | Calculation | Amount |
|---|---|---|
| Service value | — | ₹10,000.00 |
| Output GST @18% | ₹10,000 × 18% | ₹1,800.00 |
| Customer UPI payment | — | ₹11,800.00 |
| MDR @0.40% | ₹11,800 × 0.40% | ₹47.20 |
| GST on MDR @18% | ₹47.20 × 18% | ₹8.50 |
| Total processing deduction | ₹47.20 + ₹8.50 | ₹55.70 |
| Net settlement | ₹11,800 − ₹55.70 | ₹11,744.30 |
P&L processing expense = ₹47.20
Input GST Receivable / eligible ITC
Total merchant cost = ₹55.70
Bank
₹11,744.30
Correct breakdown:
Revenue = ₹10,000
Output GST = ₹1,800
Customer paid = ₹11,800
MDR expense = ₹47.20
GST on MDR = ₹8.50
Net bank settlement = ₹11,744.30
16. Correct Accounting Entry — Step 1: Sales Invoice
Customer A/c Dr ₹11,800
To Sales / Professional Fees ₹10,000
To Output CGST ₹900
To Output SGST ₹900
इससे books में:
Revenue = ₹10,000
Output GST liability = ₹1,800
UPI / Payment Gateway Clearing A/c Dr ₹11,800
To Customer A/c ₹11,800
Customer balance zero।
Settlement
Assume ₹8.50 GST fully eligible है:
| Ledger | Debit | Credit |
|---|---|---|
| Bank A/c | ₹11,744.30 | |
| UPI MDR / Processing Charges | ₹47.20 | |
| Input GST | ₹8.50 | |
| UPI Clearing A/c | ₹11,800.00 |
Total debit:
₹11,744.30 + ₹47.20 + ₹8.50 = ₹11,800
Clearing account becomes nil.
Bank A/c Dr ₹11,744.30
MDR / Payment Processing Expense Dr ₹55.70
To UPI Clearing A/c ₹11,800
UPI MDR ITC Expert in Loni: Local Businesses
Check करें:
- acquiring bank में GSTIN;
- payment aggregator profile;
- settlement report format;
- MDR ledger;
- UPI Clearing Account;
- monthly invoice availability;
- GSTR-2B reconciliation process.
Businesses searching for a UPI MDR ITC expert in Loni should particularly ensure that GST document trail और books reconciliation दोनों align हों।
UPI MDR GST Expert in Ghaziabad: GSTIN Mapping
CBIC's banking FAQ specifically warns about transactions reported as B2C where GSTIN was not available at reporting stage.
UPI MDR Accounting Expert in Tronica City: Manufacturers
Recommended approach:
Customer / Sales → UPI Clearing → Bank + MDR + GST
- sales understating का risk कम होता है;
- settlement reconciliation आसान होती है;
- MDR annual cost visible रहती है;
- GST input matching
UPI MDR Tax Advisor in Delhi:
Current Government framework states that merchant-side MDR should not be passed to customers as a direct UPI charge.
इसलिए billing line:
“UPI Charges 0.40%”
UPI MDR GST Consultant in Gurugram: Mixed Taxable + Exempt Supplies
Gurugram (Gurgaon) के financial, professional और mixed-service businesses के लिए “full GST on MDR = full ITC” assumption हमेशा safe नहीं होगा।
UPI MDR ITC Consultant in Noida: E-Commerce Sellers के लिए Reconciliation
- gross order value;
- output GST;
- refunds;
- UPI collections;
- MDR;
- GST on MDR;
- eligible ITC;
- net bank settlement.
Marketplace settlement और direct UPI settlement को same ledger में mix करने से reconciliation unnecessarily difficult हो सकती है।
Processing charge including GST merchant की cost बन सकती है।
22. Unregistered Merchant
Unregistered business GST ITC claim
Example:
MDR = ₹40
GST = ₹7.20
Effective processing cost = ₹47.20
Automatically
24. ₹1 Lakh Transaction Example
Current standard covered rate:
₹1,00,000 × 0.40% = ₹400
लेकिन applicable cap:
₹300
GST @18% on ₹300:
₹54
Total deduction:
₹354
यदि ₹54 eligible ITC है:
Economic MDR expense = ₹300
यदि ITC unavailable है:
Total cost = ₹354
Official framework eligible small merchants के लिए zero-MDR protection retain करता है, including certain P2PM merchants receiving up to ₹1 lakh per month through UPI QR.
Practical checklist:
- Payment provider में GSTIN verify करें.
- Legal business name check करें.
- MDR invoice/statement download process
- UPI MDR ledger create करें.
- UPI Clearing ledger consider करें.
- Net bank settlement को sales न मानें.
- GSTR-2B reconciliation process
- Taxable/exempt supplies हों तो ITC allocation review करें.
- Payment-provider communication monitor करें.
- Provider-wise GST invoice treatment confirm
| Issue | Position |
|---|---|
| P2P UPI | Free |
| Standard P2M up to ₹2,000 | No MDR |
| Covered P2M above ₹2,000 | 0.40% |
| ₹75,000+ standard covered transaction | ₹300 MDR cap |
| Consumer पर direct MDR | Framework says no |
| MDR Government tax है? | No |
| GST on financial/MDR charge | 18% framework strongly supports |
| Eligible merchant को ITC | Potentially yes, subject to GST conditions |
| हर merchant को 100% ITC | No |
| Current Account compulsory for ITC | No general Section 16 condition |
| GSTR-2B relevant | Yes |
| ₹11,800 GST-inclusive payment पर ₹47.20 MDR | Strong transaction-value reading; dedicated GST-inclusive official illustration still desirable |
| “GST on GST” | Technically inaccurate description |
| Economic cascading effect | Possible under gross-value calculation |
Frequently Asked Questions
Eligible regular GST-registered merchant को business-use payment service पर ITC मिल सकता है, subject to Section 16/17 और reporting/documentation conditions.
Gross customer liability, output GST, MDR expense, GST on MDR और net bank settlement अलग components हैं।
Final Conclusion
Layer 1: Applicable UPI transaction पर MDR.
Layer 2: MDR/payment-processing service पर GST.
Taxable value = ₹10,000
GST = ₹1,800
Actual UPI payment = ₹11,800
MDR = ₹47.20
GST on MDR एक अलग payment-processing service पर tax है।
